So quick question. Who do I have to talk to in game to get into the Cabal? Do I have to be online at the time or can someone just throw me an invite?

You have to be in game and accept the invite. If you look at the roster page, any character with standard bearer rank and up can invite, so just send a tell to anyone of them you see online. Otherwise we have a few officers paying better attention than others and might catch you online themselves.
